Military special libraries. State of the art

Military libraries are less known participants in the Hungarian library system. The reason is that, except for some public collections, most of these libraries are only partially or not at all accessible for the public. At present, there are 31 libraries operated by the Hungarian Defense Forces, of which 12 are special libraries. Army libraries differ significantly in terms of location, infrastructure, collection development, and staffing. The first part of the study provides a general description of the operational features of military libraries. The second part presents in more detail the work in four special libraries owning the oldest and most valuable collections, commonly known as the Library of Military Technology, the Research Library of the Military Hospital, the Geoinformation Service Library and the Military History Library.

Copyright literacy among Hungarian librarians

As participants in the 2014 international Copyright Literacy Survey (in the UK and four other countries), Hungarian librarians also completed a 22-item online questionnaire related to their knowledge of copyright and related library experience. The number of Hungarian respondents was 145. The questionnaire first inquired about their general knowledge regarding copyright and national and international institutions. The next parts asked about institutional-level copyright policy and about the role of LIS education and training in obtaining copyright knowledge. The analysis presents the answers in the order of the questionnaire in a tabular form, with comments from authors. The findings in Hungary were similar to the international results. In general and in summary, the respondents‘ copyright literacy hardly reaches the desirable level, and more intensive instruction is needed to improve the copyright literacy of librarians.

WORKSHOP
Renewing the genre of the biographical index. Part 1. Theoretical foundations and building the Hungarian Biographical Guide

For more than three decades now, the author (head of the Celldömölk City Library) has been building a large-scale biographical guide and digital name catalogue on a voluntary basis (in his spare time, at his own expense). The paper first introduces the genre of the biographical index, then describes the history of the Hungarian Biographical Guide (HBG). The author provides a roadmap from notes on cards (1985), through the registration of MABI (Hungarian Biographical Index Ltd., 1998), and the CD-ROM version (released in 2000), to the current database with 400,000 records. As a representative digital name catalogue, HBG utilizes the possibilities of the biographical index genre to collect the data of persons who have played a significant role in Hungarian history in any area, or who have already been assigned a separate entry in various biographical data collections. The paper describes the concept of data collection, and explains in detail the structure of data collected (original name, dates of birth and death, place of work, occupation, awards and prizes, name variants, data differences, additional data, references) and the retrieval possibilities (names, chronological filters, fielded and combined search), with examples

Preface to a series on e-learning

About the world of e-learning

Digital projects in Hungary are running under the umbrella called the Digital Wellbeing Programme. Within this framework, in spring 2017 the Digital Strategy of Public Collections 2017-2025 was prepared, which includes e-learning as well. This strategy supports the strengthening of the role of distance education and recommends extending the range of digital learning materials based on content derived from public collections. The paper reviews the forms of e-learning, distance education, computer-based learning, and online education. It characterises the current forms of e-learning, defines the participants of the learning process, the tools assisting learning, and analyses the role of libraries in creating interfaces for online learning. With its personalized opportunities (such as learning tools and the role of tutors), e-learning is a flexible form of learning, which can be tailored to individual needs

FROM OUR PAST
Private libraries of officers serving in the Hungarian Royal Army at the turn of the 19th and 20th centuries

After the foundation of the Hungarian Royal Army (1868), a differentiated library system was organized step by step, to meet various information needs. It included the library collections of the Ministry of Defense, the Ludovika Academy, military schools, hospitals, departments, barracks, and scientific or casino societies. In addition, the Army itself expected and appreciated when soldiers engaged in self-education or research, possessed private libraries, and were interested in bibliophilic activities. In 1886, Aladár György published the first Hungarian library statistics under the title Hungary’s public and private libraries, based on voluntary data provision of institutions and individuals. Based on the work of Aladár György, this paper presents the libraries, career, and erudition of Ferenc Kostyán, János Máriássy, Ernő Hollán, István Türr, Vince Jelentsik, István Kápolnai Pauer and György Mádi Kovács.

In this series members of the Department of Library and Information Science at the Eötvös Loránd University (ELTE) present the edited and commented version of career interviews found in the legacy of the former Head of Department, Krisztina Voit. In the final part of the series of interviews, Miklós Vértesy, Head of the Rarities Collection of the ELTE University Library, speaks about his life and professional career in the form of a self-interview. Generations of students grew up learning from his textbook, published in 1963, with János Szentmihályi as co-author (Guide to the Hungarian and international literature of scientific work), and learned from his works on library history (History of books and libraries; The history of the University Library of Budapest; Hungarian library history), and used the yearbooks of the University Library he had edited. Miklós Vértesy’s career path is complemented by a selected bibliography and rich notes.

OUTLOOK
An international overview of web archiving practices
NÉMETH Márton

The current development project at the National Széchényi Library includes a pilot to assess the software and hardware needs and professional knowledge required for web archiving. This article reviews international best practices supporting web archiving services. Based on the examples presented (from Australia, Austria, the Czech Republic, Denmark, Estonia, Holland, Slovakia, Slovenia, and the UK), the overall picture is mixed regarding both the organizational and the legal framework. The economic and financial situation of the country, as well as the professional background and the culture of co-operation all influence web archiving practices.
